PAYMENT ESTIMATES FOR ABX1 27 REQUIRED AGENCY TRANSFER AMOUNTS NOW ONLINE

CRA has posted on its website the payment estimates required under ABX1 27 should that legislation become law. The formulas in the legislation are different from earlier SERAF/ERAF shifts.

There are two charts. The estimates in each are based on data from the California State Controller’s Office and use the Legislature’s definition of “net tax increment” as defined in ABX1 27. Each agency's obligation is estimated and should only be used as a guide. Actual payment amounts will be set by the Department of Finance and may vary from this estimate. If your agency may not be able to make payments to gain exemption: It is particularly important that you contact your legislators and CRA immediately if you believe your Agency will be unable to make payments in order to escape elimination. Email Lillian Henegar at lhenegar@calredevelop.org; please include a brief explanation and contact information for follow-up.

Information needed to share with legislators and the public: Please send the following information as soon as possible to Lillian Henegar at lhenegar@calredevelop.org.

  • A list of specific projects that will be eliminated or delayed either because your agency will be eliminated or the payments required to be made the first year and every year thereafter will drain resources.
  • Job losses, either one-time construction jobs or ongoing (Contact CRA if you do not have the Jobs Calculator.)
  • Economic consequences, such as tax losses.
