2010 William A. Carlson Award Winners

 

Justina Cross

Justina Cross is a graduate student in public policy at the University of California, Berkeley. Her volunteer and work activities include participating on the leadership team for Women in Public Policy and for Woman's Initiative for Self Employment, an initiative that helps low-income women become economically self-sufficient through business ownership. Ms. Cross' undergraduate degree is from Scripps College where she majored in anthropology and media studies.

 

Caitlin Ishigooka

Caitlin Ishigooka is a graduate student in the public administration program at the University of Southern California. She is currently a volunteer intern for the Community Redevelopment Agency in Los Angeles. Her undergraduate degree is from UCLA where she majored in English and minored in political science. She formerly was a U.S. Peace Corps volunteer in Cambodia.

 

Sarah Price

Sarah Price is a graduate student in both the urban planning and business administration programs at the University of California, Los Angeles. She is currently a project intern, for Clifford Beers Housing, a Los Angeles-based permanent supportive housing developer. She formerly was a project intern for the San Francisco Redevelopment Agency. She completed her undergraduate degree in political science at Emory University.

Blake Hopkins

Mr. Hopkins is a graduate student in the School of Policy, Planning, and Development at the University of Southern California. He is currently a community development intern for the City of Bell Gardens. Previous experiences include an internship at the City of San Dimas. Mr. Hopkins’ undergraduate degree is from the University of Oregon where he majored in political science and minored in business administration and environmental studies.

 

Michael Reynolds

Mr. Reynolds is a graduate student in the Community Development program at the University of California, Davis. He is currently a teacher’s assistant at UC Davis and a housing counselor for Pacific Community Services, an organization where counselors are certified in first time homebuyer education, foreclosure prevention and loss mitigation. He completed his undergraduate degree in Business Administration with a concentration in Real Estate and Urban Land Economics at Fresno State University.

 

David Feinberg

Mr. Feinberg is currently the Real Estate Project Manager for Rocketship Education, a non-profit charter school based in San Jose.  He has worked in redevelopment and planning for the past two years, and recently received his graduate degree at USC in urban planning with a graduate certificate in Sustainable Cities.  In June he was selected to be the University Liaison on the APA-LA Board.  Prior to working in planning and redevelopment, Mr. Feinberg was an educator and teacher in Phoenix, and was a Teach For America corps member.

Erika Martin

Ms. Martin is currently a Development Analyst for the Long Beach Redevelopment Agency.  She holds two masters degrees from the University of Southern California in Planning and Public Administration.  Previous experiences include working for the City of Lakewood, Community Development Department as a planning and housing intern. Her undergraduate degree is from UCLA where she majored in Political Science.

 

Frederick A. Steinmann

Mr. Steinmann is a doctoral student attending the University of Southern California School of Policy, Planning and Development, studying for a Doctorate in Policy, Planning and Development. He currently works part-time for David Paul Rosen & Associates as an Associate Consultant. Past experiences include working for the Reno Redevelopment Agency as a management intern. He holds a Bachelors of Science and Masters of Science, both in Economics, from the University of Nevada, Reno.

 

Pear Utrapiromsuk

Ms. Utrapiromsuk is a Development Analyst at the Long Beach Redevelopment Agency. She received a Master of Public Administration at the University of Southern California. While earning her degree she was an intern for the Long Beach Redevelopment Agency and volunteered at the Thai Community Development Center. Previous experience includes working as an intern for the Los Angeles Metropolitan Transportation Authority, a budget analyst for the California Department of Finance, and an analyst for an economic consulting firm. She completed her undergraduate degree in Economics at UC Berkeley.

Ashley Atkinson

Ms. Atkinson is currently a Program Specialist in the Community Development Department of the City of Long Beach, following completion of the city's one-year Management Assistant Program. She received a dual Master's degree in Public Administration and Planning from the University of Southern California in 2007. While pursuing her degree, she served as an intern with the Community Redevelopment Agency of Los Angeles, the City of Bell Gardens and the City of Beverly Hills. Prior to enrolling at USC, Ashley spent two years teaching English in Japan as a participant in the Japan Exchange and Teaching (JET) Program. Ashley earned her undergraduate degree in journalism and public policy from the University of North Carolina at Chapel Hill.

 

Elinor Buchen

Ms. Buchen graduated from UC Berkeley’s Goldman School of Public Policy in 2007. She currently works for Oakland City Councilmember Jane Brunner, as the analyst for the Community and Economic Development Committee.

 

Agnes Chan

Ms. Chan is a graduate student in the urban planning program at UCLA. She is currently working for the San Francisco Redevelopment Agency. Previous experience includes working as a teaching assistant for UCLA’s Urban Planning ArcGIS program and as a planning intern for the San Francisco Municipal Transportation Agency. Her volunteer activities include participating in a New Orleans post-Katrina UCLA field study trip. She completed her undergraduate degree in economics and music performance at Dartmouth College.

Jeanette Blankenship

Jeanette Blankenship is a Senior Housing Policy Specialist at Minnesota Housing, where she leads initiatives to better connect affordable housing investments to other quality of life factors such as transportation, access to jobs, education, public health, climate change and energy conservation. Prior to Minnesota Housing, Jeanette worked for the City of San Antonio as a Senior Economic Development Specialist, where she conducted economic research, supported targeted industries and worked on community revitalization efforts.  Jeanette has a master’s degree from UC Berkeley’s Department of City and Regional Planning. She misses California and its redevelopment policies.

 

Kevin Baba

After graduating from UCLA with a master's degree in the field of Public Policy, Kevin Baba joined Economics Research Associates (ERA), as an Associate in the San Francisco office.  The 2006 CRA annual conference played an important role in joining ERA as it was there where, in addition to being recognized for his qualification he was first introduced to senior staff at the firm.  In this position, Kevin worked directly with senior principals to provide client's with direction on issues relating to relating to economic development, redevelopment, and planning.  While at ERA, Kevin worked on redevelopment projects from Pleasant Hill to San Diego and completed several market studies for cities and transit agencies around the country. 

After working on several retail strategies for redevelopment and transit agencies around the country, Kevin wanted to better understand the factors retailers consider when deciding on whether or not to locate in a particular region.  As a result, in 2008, Kevin joined the Gap Brand real estate team in San Francisco, as a Senior Analyst where he manages a team to make real estate decisions for over 140 stores in the Philadelphia/Mid-Atlantic region.  In the future, he hopes to leverage his insight on private sector perspectives and invectives when analyzing the feasibility of public/private economic development partnerships.

  

Sarah Harris

Sarah will graduate in May 2007 from UC Berkeley’s Goldman School of Public Policy with a Master’s degree. She is pursuing a career where she can navigate the intersection of economic development and environmental conservation. She hopes to combine her love of the outdoors with her passion for problem-solving to develop creative solutions that balance development with preservation. Sarah has professional experience with both County and City economic development departments, and also with a Berkeley-based land use and real estate economics consulting firm.

2005 William A. Carlson Award Winners

 

Connie Glambos Malloy

In May of 2005 Connie received her Masters in City and Regional Planning from UC Berkeley. She can now be found working at Urban Habitat in downtown Oakland as Director of the Social Equity Caucus (SEC). The SEC builds bridges between government leaders, social justice advocates, environmentalists, and the business community on urban planning issues throughout the nine-county Bay Area.

 

Alicia Parker

Ms. Parker is a Planner with the City of Oakland’s Community and Economic Development Agency, Strategic Planning Section. Previous experience includes an internship for the City of Fremont in the Office of Housing & Redevelopment, an internship with People for Livable & Affordable Neighborhoods and an analyst position with the Fresno Local Agency Formation Commission. She has a degree in natural resource management from Cal Poly, San Luis Obispo.  Ms. Parker is a graduate of urban planning program at San Jose State University. 

 

Jessica Zenk

Ms. Zenk is a Managing Consultant with Seifel Consulting Inc. in San Francisco. She previously held positions with the City of Oakland’s Redevelopment Agency, the Emergency Housing Consortium, the Santa Clara and Monterey County Housing Authorities, and the San Jose Redevelopment Agency. Ms. Zenk is certified by the American Institute of Certified Planners (AICP), received her Masters in City and Regional Planning from UC Berkeley and completed her undergraduate degree in economics and political science at Brown University.

Helen Oliver

Helen received her Masters in Public Policy from the Goldman School at UC Berkeley in May 2005. She completed an internship at the Emeryville Redevelopment Agency, and then spent 9 months in Chile and Peru, where she studied Spanish, volunteered, traveled, and was a consultant at the World Bank country office in Lima. She is currently a Senior Consultant at Seifel Consulting Inc. in San Francisco.

 

Ariel Birtley

Ariel Birtley has a Bachelor of Arts degree in Architecture/Planning from the University of Oregon. Ariel is currently attending San Francisco State University where she is pursuing her Master of Business Administration degree in Finance. She is also an intern with Marin County working on affordable housing issues.

 

Sergio Ramirez

I received the William A. Carlson Fellowship while working as a City Planner for the City of Paramount and attending graduate school for my Master's in Public Administration. Shortly, after attending the Redevelopment Institute, which I was able to attend because of the fellowship, I was hired by the Anaheim Redevelopment Agency as a Project Manager. I have been with the Anaheim Redevelopment Agency almost four years, and in this amount of time I have amassed significant experience working on affordable and market-rate residential, retail, and mixed use development. Along with my education and professional experience, the William A. Carlson Fellowship allowed me to get my "foot in the door" in the field of redevelopment. I am very grateful to the California Redevelopment Association for this opportunity and I encourage other young professionals to take advantage of the fellowship program.
