Successor Agency Training

AB 1X 26 Implementation Workshops

Cities and counties need to know how to best comply with AB 1X 26.  To assist former city and county redevelopment agencies in their transition to successor agencies, CRA will be holding one-day Successor Agency Training workshops in various locations throughout California in March.

The workshops will address technical issues associated with dissolution and successor agencies.  Attendees will also have the opportunity to network and discuss issues facing their successor agencies with fellow colleagues.  The workshops are being held on:

The one-day workshops begin with an overview of the program and a legislative update.  It will be followed by concurrent sessions that deal with the termination of redevelopment agencies and the maintenance of its successor entities.  Topics of discussion include implementing AB 1X 26, accounting/auditing, bonds, and housing.  Presenters will provide an overview of each topic then open up the session to questions and answers.  These sessions will be repeated (twice in the morning and once after lunch) to provide attendees an opportunity to participant in more than one topic of interest. 

A luncheon is also being held at each of the workshops to recognize the recipients of the 2012 Awards of Excellence, Lifetime Achievement, and William A. Carlson Fellowship.   

The workshops conclude with a general session discussing what is next for cities and counties in their efforts to continue building better communities.  CRA will be seeking your help in answering the questions of "where do we go from here?" Areas of discussion will focus on economic development, job creation, sustainable development, brownfields, military base reuse, and affordable housing.

9:00–10:15 am Concurrent Sessions
Implementing AB 1X 26
This session will focus on the various steps needed to implement AB 26, including recommendations on deadlines and timeframes, getting Recognized Obligation Payment Schedules prepared, certified and approved, preparing administrative budgets and keeping successor agency liabilities to a minimum.  Presentations will be kept to a minimum with the majority of the session devoted to questions and answers.

Accounting/Audits
This session will review the accounting concepts and procedures of the terminated redevelopment agencies and the establishment and maintenance of its successor entities.  In addition, the status of financial reporting and auditing requirements will be provided.  Questions specific to financial accounting and reporting will be addressed during this session.

Bonds
This session will discuss how successor agencies can minimize the risk exposure of its redevelopment agency' bonds and other related securities.  The speakers will review steps to follow and pitfalls to avoid to remain financially solvent. Speakers will also address any questions specific to bonds and securities.

Housing
This session will focus on affordable housing functions and assets under AB 1X 26.  Pending (or recently passed) legislation pertaining to housing functions and assets will be summarized and implications discussed. The obligations, liabilities, procedures and other issues related to housing successor entities will be discussed. The panel will allow ample time for questions.
