The Redevelopment Institute provides in-depth, up-to-date technical and advanced training to meet your professional development needs as a redevelopment practitioner. In a one-stop location, during one week, you can participate in up to four different workshops of your choosing. These workshops are designed to optimize your valuable training time and budget with small, limited-enrollment courses.

The Redevelopment Institute is conducted twice annually once in northern California and once in southern California, so that it is more accessible to our membership.

Course Descriptions

Fundamentals of Real Estate Development

This course is intended for people who enter the redevelopment field with little or no background experience in real estate development. The course covers those key aspects of real estate development that must be understood by redevelopment agency personnel who participate in public-private ventures as an agency representative. It provides attendees with a firm foundation in real estate development terminology and definitions; an overview of the types of real estate projects and the development process; and the roles of various participants in the development process. The course will also address pre-development evaluation of projects, including planning, market, physical, entitlement, economic, and project feasibility analyses.

Associate Level Required Course for CRA’s Professional Development Recognition Program

Developer Selection – The RFP/RFQ Processes

This course prepares participants to draft a workable Request for Proposal (RFP) for developer selection, using examples provided; to draft an “Exclusive Right to Negotiate” agreement using various examples; and to implement effective procedures for issuance and evaluation of RFP’s for developer selection. The course emphasizes choosing a developer who can perform, more than selecting a developer with the best design. It will also cover the informal solicitation process using a Request for Qualifications (RFQ).

Associate Level Elective Course for CRA’s Professional Development Recognition Program

Basic Pro Forma Analysis

This course is for those redevelopment practitioners who must be able to read, understand, and analyze a developer’s pro forma financial projections and assumptions. This course provides the attendee with an understanding of the purposes of development pro formas and their major components; the role of pro formas in the redevelopment process; and an understanding of the significance of the type of development entity and its return and risk profiles. The attendee will learn the basics of pro forma construction, the major cost and income elements, and how the private sector views project risks and rewards. The attendee will also learn the basics of real estate returns (return on costs, internal rate of return and return on equity) and to differentiate between an economic gap and an equity gap. The course provides a hands-on review of various pro formas for development and rehabilitation projects (retail, office, industrial, market rate for-sale and rental housing) (NOTE: affordable housing pro formas will be addressed in the Basic Affordable Housing Development course).

Associate Level Required Course for CRA’s Professional Development Recognition Program

Basic Affordable Housing Development

This course provides a solid background in the basics of developing rental and ownership affordable housing. It provides participants with an understanding of redevelopment law requirements governing how housing set-aside funds can be used. The course covers financially-efficient methods for developing, building and preserving low- and moderate-income housing under redevelopment law, including a description of other financing sources available to leverage agency funds. This course also covers the basics of pro forma analysis for both rental and for-sale affordable housing, and provides guidance to agency staff on developer selection, designing programs, and project evaluation and underwriting. Associate Level Required Course for CRA’s Professional Development Recognition Program

Effective Agency Administration

This course is intended for those agency personnel who are involved in the formation, administration, and management of a redevelopment agency. The course instructs participants on all the essential management practices, required reports, legal checklists, recommended fiscal practices, project budgeting and monitoring, financial controls, and strategies and plans that are necessary to effectively form and run a redevelopment agency. The course covers the administrative requirements pertaining to redevelopment plans, including time limits and tax increment limits, the basics of tax increment financing, preparation and filing of the statement of indebtedness, and the annual report and audit process. The course explains how to prepare and file the annual reports to the State Controller and to the Department of Housing and Community Development; how to monitor and track housing production; how to calculate excess surplus in the housing fund; and how to prepare for an HCD audit. The course also covers bond covenants, the Brown Act, Public Records Act, and annual filings for conflict of interest reports.

Associate Level Required Course for CRA’s Professional Development Recognition Program

Advanced Pro Forma Analysis

This course is for those who attended the basic course and would like to obtain a more sophisticated understanding of the development process and the associated pro formas. The course explores the real estate economics and development pro formas of true mixed-use projects (for both residential and commercial uses) and the many judgments needed for putting together a pro forma, how to direct a real estate consultant, and how to ask questions about the analysis. It enables the attendee to understand the re-use section of a Summary Report (Section 33433) and its implications. The attendee will learn multi-year cash flows (IRR) and when they are used, and how to review risk/reward factors that affect economic return. The attendee will also learn options for filling the financing “gap.” The course discusses ground lease applications and build-to-suit transactions.

Professional Level Required Course for CRA’s Professional Development Recognition Program

Critical Elements of the DDA/OPA

Developing and negotiating a Disposition and Development Agreement (DDA) and Owner Participation Agreement (OPA) are critical skills for the redevelopment practitioner. This course presents the basics of redevelopment transactions, including the theory behind agency participation; identifying agency goals, sources of funding, and forms of assistance; problems associated with types of assistance; and special issues, including industrial and manufacturing facilities, toxic remediation, seismic retrofit, historic and code-related rehabilitation, and unauthorized assistance. The course covers soliciting, analyzing, and evaluating the project proposal; negotiating the redevelopment deal, including documenting the deal, negotiation technique, and the commonly negotiated issues; getting approval of the DDA/OPA, including notice and hearing requirements and CEQA considerations; and implementing the DDA or OPA, including architectural review, land use entitlement processing, and site acquisition. It also addresses escrow procedures and closing the transaction; construction monitoring; monitoring of use and operation; and workouts, terminations, and amendments.

Redevelopment Law

This course provides an understanding of the legal principles that guide redevelopment practitioners. The course addresses the constitutional and statutory framework for redevelopment, including relevant federal and state case law. The powers of redevelopment agencies will be explained as well as the constraints on their activities and processes. The course equips the attendee with the legal basis for redevelopment processes, including agency formation and organization; plan adoption, amendments, and mergers; property acquisition and relocation; use of eminent domain; property disposition; financing of redevelopment and the role of indebtedness; and requirements and regulations pertaining to the development of affordable housing.

Telling the Redevelopment Story

Redevelopment agencies have a great story of success to tell, and they need to know how to tell it. They also need to know how to build coalitions at the local level in support of redevelopment activities and projects. This session will instruct participants on how to develop a communications strategy and how to implement a public information campaign to more effectively communicate with the public, the media, and legislators. Case studies of successful strategies and programs will be presented.

Financing Redevelopment: Understanding Public Finance

This course provides the redevelopment practitioner with an understanding of both municipal finance and the unique and creative ways in which redevelopment is financed. The course provides a basic overview of public finance, how cities are funded, sources of their general fund revenues, and the similarities and differences between public finance and redevelopment financing. It also covers tax increment financing, the use of tax allocation bonds, other revenue bonds, tax credits and related regulatory matters, and grants and joint development. The course provides a comparison of debt with “pay-as-you-go” financing as well as an understanding of the sources of capital and applications of financing options for various redevelopment programs and objectives.
