Legislative Bill Report - August 10, 2010
California’s state legislators returned from their technically cancelled summer recess on August 2. The fiscal committees must act on the bills referred to them by August 13. The Legislature must finish its business by August 31 and the Governor has 30 days to sign or veto legislation that has reached his desk by September 1.

Legislative Bill Report - June 16, 2010
The second year of the two-year 2009-10 legislative session reconvened in January of this year. According to the Constitution, the Legislature must pass a budget to the Governor by midnight, June 15. However, it doesn’t appear this will happen this year. Budget Conference Committee hearings are scheduled through the week of June 14.

2009 Legislative Bill Reports

Legislative Bill Report - October 14, 2009

The first year of the two-year 2009-10 legislative session ended on September 12. The 2009-10 Legislative Session is scheduled to reconvene on January 4, 2010.

While the Legislature is in recess, it may return this Fall to address several items in special session left unfinished. In addition, the Governor can reconvene the Legislature by calling for a special session. Although a bill may have failed passage in the last hours of session, if it was granted reconsideration, it can be taken up for again if the Legislature returns this Fall or in January.

Legislative Bill Report - September 2009

The first year of the 2009-10 legislative session is drawing to a close. September 11 is the deadline for any bill to be passed, or sine die. The Governor has until October 11, 2009 to sign, veto, or let pass without his signature, legislation passed to him from the Legislature. The 2009-10 Legislative Session will reconvene on January 4, 2010

Legislative Bill Report - June 15, 2009

The State’s budget crisis projects a $24 billion budget deficit by the end of FY 2009-10. What is more urgent, the State’s expected to run out of cash to pay bills by the end of July. The Legislature’s first deadline to pass a budget bill is midnight June 15. Right now it doesn’t look possible for that deadline to be met.

Legislative Bill Report - May 1, 2009

The State Legislature’s policy committees had until May 1 to pass “fiscal” bills to the appropriate fiscal committee. The next deadline is May 15 when all the “non-fiscal” bills must be heard and reported to the floor of their house of origin. The annual “May Revise” of the Governor’s Budget is expected to be released after the May 19th Special Election.

State Legislature finished its work on September 21 and the Governor acted on 1,184 bills the Legislature sent to his desk. By midnight September 30, his deadline for taking action on legislation, the Governor had signed 770 bills and vetoed 414. Legislative Bill Report - July 11, 2008

The State Capitol is relatively quiet. CRA does not expect to see much action on legislation during the month of July while legislators continue to search for budget solutions. The state budget milestones, June 15 and July 1, went by without action from the State Legislature. The next significant deadline is August 31 when all bills must be passed and sent to the Governor for action.

Legislative Bill Report - May 8, 2008

All legislation must be acted on in the legislative house it was first introduced, i.e., the “house of origin,” by May 30. The Governor will present his May Revise of the proposed 2008/2009 Budget on May 14. Between May 16 and June 2, only fiscal committees can meet as the Legislature and its leaders work on a budget for 2008-2009.

Upcoming deadlines include April 27, which is the last day for policy committees to hear and refer fiscal bills to fiscal committees. The Governor must deliver his May Revise Budget to the legislature by May 15.

May 4th, the State Legislature passed an infrastructure bond package totaling $37 billion including three bills of interest to redevelopment: SB 1266 (Perata) Highway Safety, Traffic Reduction, Air Quality; SB 1689 (Perata) Housing and Emergency Shelter Trust Fund Act; SCA 7 (Torlakson) Transportation Investment Fund. These have gone to the Governor for his signature. They will appear on the November 2006 election ballot.
